Code 24 — Listed but Not Reachable

Code 24 shows up when the operating system has a record of a device but cannot find it on the bus right now. The most common reasons are a removable device that has been unplugged, an internal card that was removed, or a port that has lost power.
The entry stays visible because some users want to keep the configuration around for the next time the device is connected. Without it, every reconnection would feel like a fresh install.
If the device is external, plug it back in and see whether the entry switches to a normal state. If it does, the original message was simply stale and can be ignored.
If the device is internal and you have not removed it, check the cable and reseat the card. A loose connection can present as code 24 because the operating system can no longer see the device on the bus.
When an old device truly is gone for good, you can hide retired entries in Device Manager by enabling "Show hidden devices" and uninstalling the ones you no longer use. This keeps the list tidy and avoids confusion later.
Be cautious before removing entries you do not recognise — some are paired devices that come and go, and removing them forces a fresh pairing on next use.
