Wired vs Wireless First

If your controller is wired, swap the cable. Many controller cables are charge-only and lack the data lines needed for input — the controller will charge but never appear to the computer. A controller's original cable, or a known data-grade USB cable, is the right test.

If wireless, check the receiver. Console-style controllers and dedicated PC pads each use their own wireless protocols. The matching dongle or a paired Bluetooth radio must be available for the controller to be seen.

OS-Level Input Devices

If the controller does not appear at all, head to Device Manager and look under Human Interface Devices for any unknown device. Right-click and update its driver, or uninstall and let Windows reinstall it.
